1. 개요

1963년 3월 8일 시리아 바트당 쿠데타부터 2024년 12월 8일 실각 이전까지 61년 9개월간 시리아를 통치했던 독재 정권.

1970년부터 하페즈 알아사드가 쿠데타로 정권을 장악했다. 2000년 차남 바샤르 알아사드가 권력을 이어 받음에 따라 아랍권 공화정 독재국가 중 유일한 부자세습을 달성했다. 그러나 2024년 12월 8일, 2024년 시리아 반군 공세로 반군이 수도 다마스쿠스를 함락시킴에 따라 바샤르 알아사드 대통령은 약 24년 만에 권좌를 빼앗기고 시리아에서 쫓겨났고 정권이 붕괴되었다. 아사드는 러시아 모스크바로 망명했고, 하야트 타흐리르 알샴 등 반군들의 임시정부가 수립됨에 따라 알아사드 부자의 시리아 바트당 정권은 53년 만에 막을 내렸다.

아사드 정권 시기의 시리아는 아랍의 북한이라고도 불린다. 아랍 사회주의 정당인 시리아 바트당의 알아사드 부자가 53년간 집권했던 국가로, 실질적으로 전제군주제와 다를 바 없다는 비판을 받을 정도로 한때 전세계에서 가장 권위주의적인 국가 중 하나로 꼽혔다. 세속주의 정권 특성상 문화적 자유도는 비교적 높은 편이나, 정치적 자유도는 사실상 북한, 에리트레아, 투르크메니스탄과 다를 바 없을 정도로 전무하다. 전체주의적 통치와 더불어 그 폭압적 통치로 인해 불거진 시리아 민주화 운동, 그리고 그것이 확대된 시리아 내전 때문에 국가 혼란이 지속되며 민주주의 지수, 세계의 자유[10] 모두 세계 최하위권을 유지했다.

전 세계 공화국들 중에서 북한에 이어 2번째로 길게 부자세습 독재체제가 이어졌던 나라였다.[11] 아랍권에서 왕국이 아닌 공화국인 나라로서 자식에게 권좌를 물려준 사례는 바트주의 시리아가 유일하다. 이건 사담 후세인이나 호스니 무바라크, 무아마르 카다피, 압둘라 살레도 실패한 것이다.[12][13]

시리아 바트당은 아랍 사회주의를 표방했으며, 따라서 상당히 세속적인 성향이었다.[14] 그래서 그런지 북한, 에리트레아, 투르크메니스탄 다음가는 독재국가였는데도 외국 문화에 대한 제재는 딱히 없었던 편이었다. 바샤르 알아사드(بشار الأسد, -1965~ )는 영국 유학파로 대중문화 등에 한정해서는 개방적인 사상을 가진 인물로 서구 대중 문화의 유입을 특별히 제재하지 않았다.[15] 아버지 하페즈 알아사드(1930 - حافظ الأسد ,2000)도 종교적으로 꽤나 관대했다.

원래 아랍의 세속 독재자들은 다 이렇다. 사실 유신 정권 시기 박정희를 연상시키는 사법살인을 지속하는[16] 현 시점의 압델 파타 엘 시시 이집트 대통령도 그렇고 대표적 아랍 세속주의자인 무바라크와 후세인도 자국 정치는 매우 혹독한 수준이었으나 종교적으로는 콥트교인이나 야지디 등 소수파에게 관대했다. 오히려 정권에 위협되는 다수파를 세속주의와 군사력으로 찍어눌렀다. 이들에 대한 불만으로 1980년 6월 26일 이슬람 과격파의 암살 미수 사건까지 있었다. 하페즈는 위기를 모면하지만 그의 친구이자 2인자인 국방장관이 사망한다.

이에 분노한 하페즈는 동생 리파아트 장군에게 토벌 명령을 내려 1980년 이들의 거점 지역인 하마 시를 불바다로 만든다. 이로 인하여 시리아 내 이슬람 극단주의 강경파와 무슬림 형제단 세력은 큰 타격을 입으며 아버지인 하페즈의 뒤를 이어 권력을 잡은 바샤르는 정쟁 끝에 숙부인 부통령 리파아트 알 아사드(رفعت الأسد, 1937~ )를 필두로 한 보수파를 숙청하며 세속 정책을 유지한다. 리파아트는 영국으로 망명하여 2013년 이후 런던에서 거주하며 현 시리아 정권과 조카 바샤르를 비난한다.[17]

물론 그런 면 외에는 전형적인 독재국가다운 폭압적인 사회였고, 정권 붕괴 이후에야 세드나야 교도소나 집단 매장지 등의 참상이 계속해서 밝혀지고 있다. 심지어 시리아 아랍군이 학살한 민간인이 그 악명 높은 ISIL이나 알누스라 전선이 저지른 수를 훨씬 상회하는 수치였다는 시리아 인권네트워크의 발표도 있었다.

시리아 내전 초기 2012년에 유화책으로 개헌을 했다. 대표적인 개정 사항으로 '민중민주적 사회주의 국가', '바트당의 지도적 역할' 등을 삭제하고 대통령 임기 제한(7년 무제한 → 7년 중임)을 뒀다.

여담으로 투표 용지가 꽤 특이한데, 투표용지에 후보자의 사진이 인쇄되어 있으며, 별다른 기호구분이 없이 무작위 순서로 배열되어 있다. 즉, 용지마다 순서가 다르다. 순서에 따라 인식이 변하는 것을 막기 위함이다.현재는 망했죠?

[1] 아랍 연합 공화국의 국기를 그대로 사용했다.[2] 일명 쿠라이시의 매(Hawk of Quraish). 아랍 민족주의의 상징이며 수많은 아랍 국가들에서 사용했다. 리비아 아랍 자마히리야도 이것과 매우 흡사한 형태를 국장으로 사용했다.[3] 공식적으로 정부가 지정한 국화는 아니지만 시리아인들은 재스민을 사실상의 국화로 본다.[4] 시리아 국장도 매의 모습이다.[5] 아랍연맹 국가들중 레바논, 수단과 더불어 국교가 존재하지 않았다. 기본적으로 바트주의 시리아 시절에는 헌법상에서도 종교의 자유는 보장되는 세속국가임이 확실히 표기되었으나 와하브파에 의한 이슬람 근본주의 신앙 및 유대교는 시리아 헌법에서 불법이다.[6] 1963년 ~ 1966년[7] 1966년 ~ 1970년[8] 1970년 ~ 2024년[9] 1980년 하페즈 알아사드도 이들에 의해 암살당할 뻔했으나, 수류탄을 발로 쳐내고 경호원이 수류탄을 감싸 폭사하면서 위기를 모면했다.[10] 2015~2018년에는 무려 -1점이었다! 2019~2020년에는 0점, 2014년과 2021~2024년에는 1점을 기록했다. 그나마 2025년에는 5점으로 올랐다.[11] 가장 길게 이어지는 나라는 북한(75년 이상)이며, 시리아는 53년 간 세습체제였다.[12] 이들도 아들들에게 권좌를 세습하려는 계획 시도가 있었으나 이라크 전쟁과 아랍의 봄으로 권좌에서 축출되면서 무산되었다.[13] 최근 세습된 국가는 투르크메니스탄, 캄보디아가 있으나 이들은 각각 중앙아시아, 동남아시아 국가들이다.[14] 흔히 알카에다의 친구 취급받았던 옆나라 바트주의 이라크의 사담 후세인 역시 필요할 때만 이슬람을 들먹였지 기본적으로는 세속주의적인 성향이었고 이슬람 근본주의자들은 시간이 될 때마다 때려잡았다. 이라크에서 이슬람 극단주의가 고개를 든 것은 사담 후세인이 완전히 쫓겨나고, 이라크의 혼란을 틈타 외국에서 알카에다 등의 지하디스트들과 아부 무사브 알자르카위 등 범죄조직 출신 불한당들이 유입되고, 감옥에서 자생적 지하디스트들과 불한당들이 풀려난 2003년 이라크 전쟁 이후였다.[15] 그 외에는 아버지와도 크게 다르지 않아서 정치범수용소인 세드나야 교도소의 감방이 빌 일이 없을 정도였다.[16] 사법살인뿐만 아니라 2013년 이집트 쿠데타 당시 시위대를 서방과 러시아의 묵인 하에 공격헬기와 저격수까지 동원하여 학살한 진짜 학살자다.[17] 아랫나라 요르단에서 현 국왕인 압둘라 2세와 선왕 후세인 1세의 남동생이자 숙부인 하산 왕자의 사이가 나쁘지 않은 것과 대조적이다.
