1. 개요

제1세계는 미국과 소련이 냉전으로 불리는 패권 경쟁에 돌입했을 때 미국과 서유럽이 중심이 되어 동맹을 맺은 국가들이 이룬 블록을 말한다. 냉전 이후로는 대부분의 선진국들이 제1세계였기에 선진국이라는 뜻으로도 쓰일 때가 많다.

2. 냉전기의 제1세계

냉전기의 제1세계는 두 차례의 세계대전으로 인해 국력을 과도하게 소진하여 쪼그라든 근대 제국주의 열강들을 대신해 새로운 초강대국으로 등극한 미국과 소련이 서로의 이념으로 인해 대립하는 것에서 시작되었다.

제2차 세계 대전 종전 이후 폭삭 주저앉은 유럽에서 소련을 중심으로 한 공산주의 혁명 물결에 대응하기 위해 미국이 영향력을 행사하는 곳까지를 제1세계, 이에 대응하는 소련의 영향이 닿아 공산주의 정권이 수립된 곳까지를 제2세계로 분류하였다. 대표적으로 NATO에 속한 유럽 국가가 제1세계, 바르샤바 조약 기구에 가입한 국가는 제2세계에 분류된다.

제2차 세계 대전 이후부터 미국을 중심으로 한 반공블록과 소련을 중심으로 한 공산블록, 반공블록과 공산블록 어디에도 포함되지 않는 중립 비동맹국가로 분리되었다. 미국을 중심으로 한 반공 블록에 속한 국가들은 제1세계로 분류되었으며 소련과 공산권의 공산블록에 속한 국가들은 제2세계로 분류되었고 양쪽 어디에도 참가하지 않은 지역은 제3세계가 되었다.

아울러 아시아와 기타 대륙들의 친서방 국가들도 제1세계에 포함되었는데 여기에는 대한민국, 일본, 대만, 싱가포르, 이란 제국, 이라크, 파키스탄, 태국, 필리핀, 남베트남, 캄보디아, 남아프리카 공화국 등이 포함된다.

제1세계 국가들을 자유 진영 혹은 민주주의 진영이라고 부르는 경우도 있는데, 이는 반공주의적 견지에서 '자유민주주의'라는 개념으로 1세계의 정체성을 설명하려는 시도였다. 서구 정치학자들이 마르크스-레닌주의를 파시즘과 동류로 묶고, 이들이 '자유민주주의'와 대립된다는 견해를 밝힌 것에서 영향을 받은 것이다.

그러나 제1세계에는 민주주의 성향이 강한 국가도 많았으나 한국을 비롯해 권위주의와 독재가 이루어지는 국가도 결코 적지 않았다. 비서구, 비영미권 친서방 제1세계 국가들 중에는 제대로 된 민주주의 국가가 더 적을 지경이었다. 예를 들어 아시아권에서는 일본이나 이스라엘 정도가 민주주의 국가로 분류되었지만 일본도 55년 체제로 인해 자민당이 독주하는 상황에서 야당인 일본사회당, 일본공산당이 의석이 영 나오지 않던 상황이었고 이스라엘도 비밀 정보 누설을 막기 위해서 공보청에 의한 언론 검열이 심한 편이었다. 아메리카 역시 마찬가지라 코스타리카와 바하마, 자메이카, 벨리즈같은 카리브해 몇 국가들을 제외하곤 전부 독재자들이 군림하고 있었다. 유럽에서도 스페인, 포르투갈, 그리스, 튀르키예 등 남유럽권을 중심으로 군사독재, 혹은 일당제 문민독재 정권이 들어서 있었다.

그러나, 위의 사례를 통해 제1세계가 자유진영이 아니라 단순한 자본주의 진영이라고 평가하는 의견은 부적절하다는 반론도 있다. 주도권을 가진 핵심 국가들[2]은 민주주의 체제가 확고하게 자리잡은 상황이였으며, 이들은 1세계에 소속된 권위주의적 독재 국가들을 완전히 방치하지 않았다. 미국이 레이건 정부 시절 김대중의 사형 집행을 막아낸 것이 그 예시중 하나이다. 무엇보다도 제2세계는 핵심 국가들[3]이 전부 권위주의 공산 독재 체제였으며, 제3세계는 흔히 알려진 대로 독재 국가들이 대다수를 차지했다는 점에서 (설령 상대적인 측면에서라도)제1세계의 자유민주주의적 정체성을 완전히 부정하는 것은 과도한 비약이라고 볼 수 있다.

냉전기에 제1세계에서는 미국을 맹주로 한 자기 진영을 '자유진영', 상대 진영을 '공산진영'이라고 칭했으며 반대로 제2세계에서는 소련을 맹주로 한 자기 진영을 '민주진영', 미국과 서방 측을 지칭해 '제국진영'이라고 칭했다.

3. 탈냉전 시대의 서구권 선진국

서유럽 지역에 국한되었던 제1세계라는 개념은 탈냉전 시대에는 차츰 변화하여 미국-서유럽과 친한 타 대륙 선진국들, 즉 (친)서방권 선진국들을 포함하는 전 세계적인 분류로 확산된 적도 있었다.

영어 위키백과의 제1세계 문서에는 중립국들도 포함되어 있다. 국가적으로는 개념상 친미 동맹국이면 제1세계로 분류되는 것 같지만 영어 위키백과 문서를 참고하면 집단이나 사람마다 다양한 정의가 있는 듯하다. 대한민국, 일본, 호주, 뉴질랜드, 싱가포르, 대만, UAE, 이스라엘, 요르단 등은 유럽 국가가 아닌 대표적인 제1세계 국가다.

이들 국가들의 경우 경제적으로 미국의 자본과 아래 있으며 속생관계를 구축한 국가들이기도 하다. 미국과 직접적인 동맹을 맺지 않아도 정치, 경제, 군사적으로 미국의 영향력 아래 있으며 자본주의를 채택하고 선진국 대열에 들어서면 제1세계로 분류하는 듯하다. 특히 유럽연합과 각종 조약이 맺어져 있으면 굳이 미국과 직접적으로 관계를 맺지 않아도 제1세계로 여겨지는 경우가 많은 것 같다. 영어 위키백과에서는 한국어 위키백과와는 다르게 친미 국가라고 해도 명확한 연결고리가 없으면 제1세계 국가로 보지 않는다.

4. 신냉전 시대의 친서방 진영

하지만 신냉전 시작 이후 친서방 진영과 반서방 진영의 대립이 격화되면서 제1세계의 뜻이 다시 변해 선진국이라는 의미 이외에도 친서방 국가를 의미하게 되었다. 냉전 시대의 제1세계와 신냉전의 제1세계의 차이점으로는 소련의 통제 하에 있던 동유럽 국가들과 중립국들이 대거 제1세계로 합류했다는 점이며 제2세계와 다르게 냉전 종식 이후로 이탈한 국가가 거의 없다는 것이 특징이다.

대중이나 언론 등지에서는 이들을 민주진영, 자유주의 진영이라고 칭하기도 하지만, 서방권 진영에 속한 국가라고 해서 반드시 민주국가는 아니어서 완전히 들어맞는 표현은 아니므로 주의할 필요가 있다. 냉전 시기에 독재국가였던 제1세계 국가들 상당수가 민주화되긴 했으나 태국, 아제르바이잔, 싱가포르, 사우디아라비아, 바레인, 아랍에미리트, 카타르, 요르단처럼 여전히 독재정권이나 전제군주가 집권 중이거나 튀르키예, 이스라엘, 헝가리[4]처럼 21세기 들어 민주주의가 서서히 위협받기 시작하는 국가들도 존재한다. 물론 이들은 서방과의 관계도 고려해야 하기 때문에 제2세계 독재국가들에 비하면 상대적으로 권위주의 통치의 강도는 약한 편이긴 하다. 한편 포르투갈은 자타가 공인하는 제1세계 국가이지만 동시에 사회주의 국가이기도 하다.
