1. 개요

기네스 세계기록(Guinness World Records)은 아일랜드의 양조회사 기네스가 연례적으로 발표하는 세계 각지, 각 분야의 독특하고 신기한 최고 기록이다. 이러한 기록 정보들을 담은 책 <기네스북 오브 레코즈(The Guinness Book of Records)>가 특히 유명하며, 흔히 '기네스북'으로 알려져 있다.

책이 나오는 시기는 대략 책 표제 기준으로 전년도의 9월에서 11월 사이이다.[1] 새 판본이 나올 때마다 이전 기록 중 재미없는 것은 빠지고 새로운 내용이 채워지기 때문에, 매년 새로운 기록을 볼 수 있는 재미가 있다. 이렇게 빠진 내용도 공식 홈페이지에 찾아가면 다시 확인할 수 있다.

2. 역사

1954년, 기네스 양조회사의 전무이사로 재직하던 휴 비버(Hugh Beaver) 경[2]은 검은가슴물떼새(Golden plover) 사냥에 나섰다가 실패한 후 사냥 클럽 멤버들과 유럽에서 가장 빠른 사냥감 새(게임 버드)가 무엇인지를 놓고 언쟁을 벌였다. 이를 계기로 그는 자연 속 진기한 세계 기록에 대해서 궁금증을 갖게 되었다. 휴 비버 경은 수많은 서적을 뒤졌으나 이러한 내용이 제대로 정리된 기록은 찾을 수 없었고, 오히려 기록을 둘러싼 논란이 영국 전체에서 자주 일어난다는 것을 알게 되었다.

Although the books never did tackle this original question - owing to their focus purely on world records - the red-breasted merganser would be the most likely answer; it is fully migratory and still occasionally hunted.

그는 사업가 기질을 살려 이런 특이한 기록을 제대로 모아 정리하는 사업을 구상했고, 당시 영국에서 기록 측정과 수집으로 이름을 날리던 맥허터(McWhirter) 쌍둥이 형제에게 이를 의뢰하였다. 그렇게 휴 비버 경의 정보와 맥허터 형제가 기록해놨던 수치를 함께 엮은 최초의 기네스북이 1955년에 발간되었다.

이 <기네스북 오브 레코즈(The Guiness Book of Record)>는 총 198페이지로, 수많은 사진과 그림이 들어간 호화 양장본이었다. 처음에는 술자리 언쟁의 해결 도구나 재미있는 마케팅 상품 정도가 될 것으로 예상했으나, 초판 5만부가 한 달만에 매진되는 등 엄청난 히트를 쳐서 그 해 베스트셀러 톱에 올랐다. 이어 1984년에 누적 판매 5,000만부를 돌파했고, 2004년에 1억부 돌파, 2010년 기준으로 1억 1천 5백만부가 판매되었다고 한다. 한때 영국 내 도서관에서 가장 잘 분실되는 책을 조사해 봤더니 기네스북이더라는 조사결과도 있었다. 현재 기네스북 영문판은 전세계 70여개국에서 출판되고 있으며, 22개국 언어로 번역되어 출판되고 있다.

3. 기네스북 등재 신청

기네스북(기네스 세계기록)에 등재되려면 반드시 기록을 세운 사람이 직접 신청을 해야 한다. 이대호의 연속 홈런 기록이나 KIA 타이거즈의 8경기 연속 10득점 기록처럼, 실제로는 세계 최고의 기록이라도 당사자가 등재 신청을 하지 않으면 당연히 기네스 세계기록 책에 실리지 않는다. 따라서 기네스 세계기록에 등재되어 있다고 해도, 어딘가의 은둔 고수가 그보다 더 높은 기록을 갖고 있을 가능성은 지울 수 없다.

또한 영국 기네스 본사 소속 심판관을 직접 초청해 그 기록을 기네스 사로부터 증명받아야 하는데, 이 비용[4]이 만만치가 않다. 초청료만 4,500파운드로, 한화 약 700만 원에 해당한다. 여기에 비행기 왕복 티켓 값과 숙박비도 별도로 내 줘야 해서 총 천만 원 정도의 비용이 소모된다. 기상천외한 기록을 세웠다고 해도, 일반인이 재미를 위해 등재하기에는 매우 큰 금전적 장벽인 것이다. 하지만 기네스 세계기록은 학술 단체나 자선 사업이 아니라 민간 영리 단체이므로, 이러한 정책에 대해 정면으로 비판할 수는 없다.

과거 대한민국에도 한국 기네스 협회가 있었으나 2001년 7월에 세계 기네스 협회로부터 인증 및 출판 계약을 해지당하여 사실상 없어졌다. 사유는 인증 남발. 그렇기 때문에 지금은 [한국기록원](Korea Record Institute)에서 KRI한국기록원 공식 최고 기록 도전 및 심의 인증과 미국, EU(유럽연합), 아시아 등 국제적으로 저명하고 인지도 있는 각각의 해외 기록 인증 기관에 인증 심의요청 서비스를 제공하고 있다. 기네스 세계기록의 가격은 2017년 전까지만 해도 외국의 기네스 세계기록을 수입해왔기 때문에 가격이 비쌌다. # 책 값이 그렇게 비싼 이유를 양장본에다가 두께와 다양한 삽화 등으로 인해 출판 비용이 올라서이다. 그러다가 2017년부터는 다시 공식 한국어 번역판이 발매되기 시작했다. 크기가 크고 두꺼우며, 표지가 매우 화려하고 홀로그램 처리가 되어 있다.

4. 비판 및 공신력

기네스 세계기록은 민간 양조회사에서 일종의 부차적인 사업으로서 진행하는 기록 인증으로, 공공 또는 비영리 재단이나 학술 기관에서 대상을 평가하거나 표창하기 위해 엄격하게 측정, 관리하는 기록들과는 차이가 있고, 정보가 오기, 누락되거나 갱신되지 않는 경우도 많다. 특히 잘못된 정보가 기재되는 문제가 있어 기록을 확인할 때 주의를 요한다. 언론 발표 자료는 물론 공식 홈페이지에 올라와있는 에세이 형식의 글에도 사실에 부합하지 않는 오류가 발견된다.

기네스 기록은 대중적인 공신력은 있지만 엄연히 신청자가 돈을 내고 기록을 입증해야만 기록을 등재해 주는 상업적 비즈니스이다. 따라서 돈 안 받고 올려준 기존의 공식적인 세계 기록들 중 Who, What, Where, When 이 네 가지 정보 중 하나라도 아무것도 적혀있지 않는 공백이거나, 아예 정보가 언급조차 되지 않은 기록들은 무턱대고 믿지 말고 관련 기록들을 찾아보는 것이 낫다.

또한 말장난으로 세운 엉터리 기록들은 통보 없이 바로 삭제 처리되며 인증 비용 환불도 안된다. 일례로 배우 릴리안 기시는 "Oldest actress in a leading role in a film"이란 기록을 보유 중인데#, 일본에서 스가이 킨(菅井きん)이란 배우를 "the world's oldest movie starring actress"란 기록으로 기네스 등재 시도한 적이 있었다.# 해당 기록은 삭제된 상태다. 즉, 기네스 측이 돈 받아 기록 올린 뒤 'ㅇㅇ 그 기록 이미 있었음' 이렇게 먹튀로 악용될 여지가 있다.

SNS를 보면 '가장 뛰어난 스포츠 선수로 기네스 세계기록에 오른 인물', '가장 아름다운 그림으로 기네스 세계기록에 오른 작품'이라는 식으로 표현한 글들이 많다. 기네스 세계기록은 객관적인 수치 통계만을 수록하므로 '뛰어난', '아름다운'과 같은 주관적인 평가는 나올 수 없다. 또한 기네스 세계기록은 수치 통계의 단면만을 보여주므로 기네스 세계기록의 기록만으로 이러한 평가를 단정할 수도 없다.

이해하기 쉽게 축구로 비유하면, 독일 축구 국가대표팀에 대해 기네스 세계기록의 기록을 근거로 '가장 많이 월드컵 결승에 진출한 팀'이라고 주장할 수는 있으나 '독일 국가대표팀은 역사상 가장 실력이 뛰어난 팀'이라는 기록은 기네스 세계기록에 있을 수 없다는 이야기다.

워낙 인지도 높은 기록이라 사람에 따라 과한 명예욕을 자극할 수 있는 기록들이기에 이에 혹해서 무모한 행동 및 괴악한 행동까지 야기시킬 수 있다는 비판점 또한 존재한다. 기네스 세계기록 측도 이런 비판을 받아들여 자해나 학대, 범죄 성격이 강한 기록은 인정하지 않는 방침을 세우고 있다.

이에 따라 기네스에서 더이상 등재하지 않는 기록이 몇몇 있는데 '최장시간 잠 안 자기'[5], '칼 삼키기'. '가장 많은 담배 피우기' 같은 기록은 인체에 미치는 위험성을 고려하여 제외되었고, '최다 연속살인범'[6], '최다중 추돌 사고'와 같은 범죄나 사건사고 관련 기록도 모방범죄 및 기록 갱신을 위한 범죄 혹은 고의적 사고를 일으킬 가능성을 우려하여 삭제되었으며, 동물 체중 기록 역시 동물학대 방지 차원에서 기록을 금지하고 있다.[7] 한데, 이런 폐지 사실을 모른 채 기껏 도전하다가 헛수고를 남발하는 사례도 이따금씩 들려오는 듯 하다.#[8]

지자체에서 주도한 기네스북 등재 행사들은 전부 국민의 세금으로 충당된 것이라 각지의 지방자치단체들이 쓸데없이 예산을 낭비한다는 의견이 많다. "기네스 기록 뭐길래... 지자체 헛돈 펑펑" / SBS 뉴스 이에 대해 관광객을 유치하기 위해 필요한 비용이라는 해명도 있지만, 이런 노력의 대부분은 막대한 유지 보수 비용을 감당하지 못하고 폐기처분하면서 그야말로 돈을 버리는 일회용 콘텐츠로 전락하고 있다. 즉, 전형적인 전시행정이다. 이러한 전시행정의 경우에는 한국 지자체뿐만 아니고, 다른 나라 지방정부에서도 흔히 벌이는 일이기도 한다.

또 식량 낭비를 방지하기 위해 요리, 음식 관련 기록의 결과물은 참여자들이 식사용으로 소비해야 한다는 규정을 두고 있다. 이 규정을 위반할 경우 기록이 기네스 세계기록 등재 요건에 해당되더라도 무효가 된다. 실제로 2015년 10월 중국의 장쑤 성 양저우 지역에서 그 지역 유명 요리 양저우 차오판을 4.2톤 분량으로 만들어서 기네스 세계기록 등재에 도전하려 했는데, 만여 명분에 달하는 양의 이 볶음밥을 행사 직후 양돈장으로 보내 돼지 사료로 전락시키는 바람에 규정 위반으로 기네스 세계기록 등재가 취소되어 망신만 당했고 중국 내에서도 호되게 까였다.[9] (관련 기사) 이런 비판을 의식한 듯 2년 후인 2017년 중국 난양에서 전통 명절인 중양절을 기념하여 지역 식품업체 직원들이 세계에서 가장 긴 국수 뽑기에 도전하여[10] 길이가 3,084m에 달하는 국수를 뽑아내는 데 성공했고, 이 국수는 모두 약 400인분 상당의 토마토 국수로 조리되어 도전에 참가한 직원들과 그 가족들을 위한 식사로 제공되었다. 이 사례는 전술된 음식 관련 기록 규정을 준수했기 때문에 양저우 차오판 때와는 달리 기록을 인정받을 수 있었다. #

대한민국의 경우 기네스 세계기록 2017년 판부터 공식 한국어 번역 버전이 발매되기 시작했으나 번역 상태가 너무나도 형편없어 큰 비판을 받았다.[11] 그 때문인지 2018년 판부터는 번역자가 바뀌었다. 이후로도 계속 한국어 번역판이 출판되어 2022년 판까지 출판되었다.
